Lucille McHenry Litchfield LLC provides consulting services in the areas of strategic planning including appropriate technology enablers, budget and organizational planning, project planning, procurement, and implementation management and staff evaluation and assessment. Cille Litchfield’s experience spans the technology industry, banking, and government. Areas of interest include how to adjust your organization to perform more effectively.
Cille also engages in small business and non-profit basic media projects – setting up and managing websites, Facebook pages, and Twitter access.
Cille is a Certified Public Manager. Her career included speaking engagements with AGA, NASACT, NASC, IBM, BAML, Mississippi State University, among others, at the local and national levels. Cille received her B.S in Computer Science (minors in mathematics and English) Summa Cum Laude from the University of Mississippi in 1977. While at Ole Miss, she was awarded the Taylor Medal and Citation in Computer Science and was Class Marshall of the School of Engineering Class of 1977.
Cille is an active member of First Baptist Jackson and served as a member of the First Baptist Jackson Leadership Committee from 2014-2016. She is a member of the FBCJ Worship Choir. As a volunteer, Cille uses her organizational and administrative skills as the Logistics Director for the Worship Choir of First Baptist Jackson for weekly worship support as well as Production Team responsibilities for special programs including Carols By Candlelight, Wonder of Easter, and Let Freedom Ring. She is a member of the Worship Choir Leadership Team and served as a member of the Worship 2020 Taskforce. Cille also serves as a missions volunteer locally and elsewhere.
Other volunteer efforts include web and media support for The Old Firehouse Museum and the Stone County Arts Council.

During her tenure at DFA, Cille Litchfield served as Administrator for the Mississippi Management and Reporting System (MMRS) as prescribed in §7-7-3 (5) of the Mississippi Code. Cille gave leadership to the operational management of the State’s enterprise financial, procurement, asset management, human resources/payroll and data warehouse systems and for planning, acquisition, and implementation of successor systems. Her responsibilities included budget development and execution, staff planning, recruitment, and development, and strategic planning. As a member of the DFA executive management team, she worked with others to acquire operational and strategic funding, and in the development and monitoring of legislation.
Mississippi Department of Information Technology Services, 1989 – 1995, Jackson, Mississippi Area
Provided project management and organizational leadership to State of Mississippi agencies. Projects ranged from needs assessment, implementation management, and contractual executive leadership roles. Cille served as project manager with a number of Mississippi government agencies including the Department of Finance and Administration, the Mississippi Department of Human Services, the Mississippi State Highway Department (now Department of Transportation), the State Board of Registration for Professional Engineers and Land Surveyors, and the Division of Medicaid.

Served as group Systems Manager for Checking and Savings Applications, EFT, and Home Banking, and General Ledger. At the time of my employment, DataCenter Systems was a joint venture service corporation of Unifirst Bank for Savings, F.A., and Magnolia Federal Bank for Savings. DataCenter Systems ceased to exist in 1997 when Magnolia merged with Union Planters (now part of Regions).
